Council has recently completed a Property Asset Review which identified that Betts Carpark, at the corner of Trafalgar Square and Nile Street, Nelson, is underutilised, and not required for any strategic purpose, suggesting that continued retention of the site may not be in the best interest of ratepayers
Betts Carpark was recently declared a Special Housing Area under the Housing Accords and Special Housing Areas Act 2013 (HASHA).
Council is now wishing to consider whether or not Betts Carpark should be sold, and has expressed a preference that if it was to be sold, it should be for a qualifying development under HASHA.
- Any qualifying development on Betts Carpark must be predominately residential
- The maximum number of storeys that buildings may have is 4
- The buildings must not exceed 15 metres in height
- The number of dwellings in the development must be a minimum of 12 and a maximum of 20.
In addition to the qualifying development criteria Council has also imposed design controls to ensure that any development has high quality internal and external amenity. The design controls can be found in the Request for Expressions of Interest document (1.9MB PDF).
A decision on whether to sell the land is expected to be made by the Council in early June 2016 after considering feedback provided.
