Council Controlled Organisations

Council Controlled Organisations (CCOs) are organisations for which a local authority controls 50% or more of the voting rights, or rights to appoint 50% or more of the directors/trustees. They are set up to deliver public benefit for the city in a financially prudent manner. The current CCOs are:

  • City of Nelson Civic Trust
  • Nelson Marina (Management CCO)
  • Nelson Regional Development Agency
  • Tasman Bays Heritage Trust (joint CCO with Tasman District Council)
  • The Suter Art Gallery Te Aratoi o Whakatū Trust

Statements of Expectations

The Council sends each CCO a Statement of Expectations letter which outlines the high-level strategic direction and performance expectations of the Council for the CCO. This statement assists the CCO with the preparation of their Statement of Intent.

Statements of Intent

CCOs provide the Council with a statement of intent that sets out the activities and intentions of the CCO for the year. The statement also includes information on the governance structure, performance measures and targets, and financial information of the CCO.

Six-Monthly Progress Reports and Annual Reports

CCOs provide the Council with six-monthly progress reports and an Annual Report. These reports provide a comprehensive overview of the CCO’s performance over the past year and focus on the objectives that were set out in the relevant statement intent.
