Council Controlled Trading Organisations

Council Controlled Trading Organisations (CCTOs) are Council controlled organisations that operate a trading undertaking for the purpose of making a profit. They also provide services and deliver agreed strategic outcomes for the city. The current CCTOs are:

  • Infrastructure Holdings Ltd (IHL)
  • Nelmac Ltd

Port Nelson and Nelson Airport are owned by Infrastructure Holdings Ltd, which is, in turn, equally owned by Nelson City Council and Tasman District Council.

Statements of Expectations

The Council sends each CCTO a Statement of Expectations letter which outlines the high-level strategic direction and performance expectations of the Council for the CCTO. This statement assists the CCTO with the preparation of their Statement of Intent.

Statements of Intent

CCTOs provide the Council with a statement of intent that sets out the activities and intentions of the CCTO for the year. The statement also includes information on the governance structure, performance measures and targets, and financial information of the CCTO.

Six-Monthly Reports and Annual Reports

CCTOs provide the Council with six-monthly reports and an Annual Report. These reports provide a comprehensive overview of the CCTO’s performance over the past year and focus on the objectives that were set out in the relevant statement intent.
